This study aims to analyze the management of Islamic Religious Education (PAI) learning based on Inquiry Learning as an effort to improve the quality of the process and learning outcomes of students. The Inquiry Learning learning model emphasizes the process of seeking and discovering knowledge through critical, exploratory, and reflective thinking activities. The research method used is descriptive qualitative with data collection techniques through observation, interviews, and documentation of PAI teachers in a secondary school. The results show that the management of PAI learning based on Inquiry Learning includes careful planning, student-centered implementation, and evaluation that assesses students' critical and spiritual thinking abilities. Teachers act as facilitators who guide students to discover religious concepts independently through questions and direct learning experiences. The implementation of Inquiry Learning-based learning management has been proven to be able to increase learning motivation, curiosity, and a deep understanding of Islamic values. Thus, this strategy is effectively implemented to shape the religious character and scientific thinking of students in the modern era
